Upcoming Changes to NSW High Risk Work Licence (HRWL) Processes

NSW High Risk Work Licence (HRWL) processes are being digitalised from the 7th of May 2025. These changes will affect:

·        Evidence of identity requirements (photo identification, identification documents etc.)

·        Application processes for a HRWL assessment (required for students to sit for an assessment)

·        Notice of Satisfactory Assessments (a document stating a student has passed their assessment)

·        Lodgement and payment of licence applications (processing documents and paying for a HRWL to be issued)


We urge any student, stakeholder or third party referrer to contact us by phone, email or in person if they have any questions or concerns about the changes to the High Risk Work Licence digitalisation process

This change in processes will affect students enrolled into TLILIC0003 Licence to operate a forklift truck courses with Assess to Lift from the 5th of May onwards.

For students enrolled in TLILIC0003 Licence to operate a forklift truck courses prior to the 7th of May, the processes remains the same:

· Arrive to their licence assessment with 100 points of original evidence of identity documents or cards

          ·  Complete a written application form for a HRWL assessment

          ·  Undergo the assessment and if successful receive a handwritten Notice of Satisfactory Assessment (a document stating that they passed their assessment.) If the student is unsuccessful, they will receive an Assessment Summary that can be used for 90 days to undertake a reassessment in the area/s they were unsuccessful in

          ·   Lodge their Notice of Satisfactory Assessment within 60 days at the Post Office and pay the licence application fee

          ·  Receive their HRWL in the mail

 

    

For students enrolled in TLILIC0003 Licence to operate a forklift truck courses from the 7th of May onwards, the processes has changed:

Prior to undertaking a HRWL assessment, students will be required to:

·        Have access to a device and internet connection (please see notes below)

·        Have access to a valid email account

·        Log in to their Service NSW account (if they don’t already have one, they will need to create one)

·        Undertake a digital Proof of Identity (POI) check

·        Register for a HRWL assessment. This will generate an Assessment Enrolment Number (AEN) which will be emailed to the student

·        Provide their HRWL assessor with one form of approved photo identification on the day of their assessment

·        Provide their HRWL assessor with the AEN number emailed to the student from Service NSW


A student can then undertake their HRWL assessment, and:

·        If successful, receive a Notice of Satisfactory Assessment via email (a document saying that they passed their assessment.) If the student is unsuccessful, they will receive an Assessment Summary that can be used for 60 days to undertake a reassessment in the area/s they were unsuccessful in

·        Visit a Service NSW Centre within 60 days of the assessment to process their licence application which will include having their photo taken and paying the licence application fee

·        Receive their HRWL in the mail

Please note: Students enrolled in the 5th-7th of May course will experience the transition of processes and will be contacted directly to help them manage their transition

Additional Information

It is strongly recommended that a student checks the Proof of Identity (POI) and approved photo identification requirements before booking into a course.

It is also strongly recommended that a student logs into their Service NSW account and registers for a HRWL assessment before they start their course (please note that this service will not be launched until 12:00am 7th of May 2025.)

Any students:

·        That are confused or concerned by the upcoming changes are urged to contact us by email, phone or in person so that we can assist

·        That cannot meet the Proof of Identity requirements are urged to contact Assess to Lift for further advice

·   Having technical problems using their Service NSW account, verifying their Proof of Identity or registering for a HRWL assessment to contact Service NSW

·        That have difficulty navigating the digital platform are urged to contact us so that we can assist

·        That do not have access to a device to manage the registration process are urged to contact us so that we can assist

·        That do not have access to an internet connection are urged to contact us so that we can assist

·        Wishing to not open a Service NSW account can visit a Service NSW Centre where they can be assisted with an alternative arrangement. This process is much longer so please let us know as soon as possible if you will be using this method


This process is new for all providers, HRWL assessors and students

As always, we want prospective students to have the information that they require to make an informed decision regarding their choice of course and provider.  We will provide further information that may affect students as it becomes available to us.
